The fence is an anti RPG fence. It's supposed to stop RPG missiles. Pretty effective by the way. As the STRV is supposed to be used in a defensive role the fence is only positioned at the front. The fence itself was top secret for many years. By the time the S was fazed out the fences were obsolete and many ended up on C versions for museums around the world.
